DAS ARBEITSGEBIET BESCHAFFUNG AUF DER IPSERA KONFERENZ 2025

Die diesjährige IPSERA (International Purchasing and Supply Education and Research Association) Konferenz fand am 30. März  bis zum 04. April 2025 in Rotterdam (Erasmus Universität) statt. Das Motto der Konferenz war „room for talent“.

Das Arbeitsgebiet  Beschaffung war mit verschiedenen Beiträgen in vertreten. Insgesamt präsentierte der Lehrstuhl die Folgenden Beiträge:

Arbeitsgebiet Beschaffung beim internationalen Doktorandenseminar in Wien

Am 10. und 11. April 2025 lud das Institut für Transportwirtschaft und Logistik der Wirtschaftsuniversität Wien, unter der Leitung von Prof. Dr. Kummer, die Professoren (Prof. Eßig und PD Dr. Andreas Glas) und Promovierenden des Arbeitsgebiets Beschaffung der Universität der Bundeswehr München zum internationalen Doktorandenseminar nach Wien ein. Das Arbeitsgebiet Beschaffung war mit spannenden Forschungsbeiträgen vertreten: Kübra Ates präsentierte zum Thema „Smart Contracting Design: Konzeption einer Entscheidungslogik zur digitalen Anreizgestaltung für eine vertragsbasierte Lieferantensteuerung“ Franziska Binder stellte ihre Arbeit „Verlässlichere Beschaffungsentscheidungen mithilfe des Lebenszykluskostenmanagements: Eine Untersuchung zum Verhalten von Entscheidungsträgern des öffentlichen Sektors“ vor Julia Werneth sprach über „Strategieimplementierung in der öffentlichen Beschaffung: eine beschaffungsmarktorientierte Perspektive“ Alessa Kozuch thematisierte die „Implementierung ökologisch nachhaltiger öffentlicher Beschaffung: Eine Untersuchung zur Intentions-Verhaltens-Lücke“ Cornelia Ebadi referierte über „Erfolgsfaktoren für die Implementierung von Performance-based Contracting als Beschaffungsstrategie“ Dominik Oehlschläger präsentierte zum Thema „Customer-Driven Supply Management Facilitated by Digital Twins of Customer Demands“ Der Austausch mit den Kolleginnen und Kollegen aus Wien war nicht nur wissenschaftlich bereichernd, sondern trug auch zur stärkeren Vernetzung und Zusammenarbeit zwischen den beiden Forschungsteams bei. Das Arbeitsgebiet Beschaffung bedankt sich herzlich beim Institut für Transportwirtschaft und Logistik der Wirtschaftsuniversität Wien sowie allen involvierten Personen für die hervorragende Organisation und die große Gastfreundschaft. Das nächste internationale Doktorandenseminar findet voraussichtlich am 08. und 09. Oktober 2025 an der Universität der Bundeswehr München statt.

Neuerscheinung: Erfolgsfaktoren für Performance-Based Contracting in der öffentlichen Beschaffung

Wie kann Performance-Based Contracting (PBC) als Beschaffungsstrategie in der öffentlichen Hand erfolgreich implementiert werden? Diese Frage steht im Zentrum der neuen Veröffentlichung von Cornelia Molitoris, Andreas H. Glas und Michael Eßig: „Implementing PBC as a procurement strategy in the public sector: Understanding strategy-structure fit“ (erschienen in Journal of Purchasing and Supply Management, Open Access). Anhand einer detaillierten Fallstudie identifiziert das Autorenteam sieben zentrale Einflussfaktoren für die erfolgreiche Umsetzung von PBC in öffentlichen Organisationen – darunter strategische Prioritäten, rechtliche Flexibilität, organisationale Innovationskultur, sowie Struktur- und Kommunikationsaspekte. Besonders innovativ ist der Befund, dass diese Faktoren nicht statisch sind, sondern im Verlauf der Implementierung angepasst werden können – ebenso wie die Strategie selbst. Die Studie liefert damit nicht nur praxisrelevante Erkenntnisse für öffentliche Beschaffungsstellen, sondern stärkt auch die theoretische Fundierung von PBC-Implementierungen im Kontext strategischer Passung zwischen Konzept und Organisation.
